The lead agency of
PECAN
is the DESMOND TUTU CENTRE FOR LEADERSHIP (C4L). The
consortium operates under its auspices. C4L is a
registered nonprofit organization in South Africa.
It serves as the single point of contact when it
comes to relating to resource agencies in Canada and
elsewhere.

as follows:
A Christian organization

A nonprofit group working in
AIDS (with government recognition)
Regular attendance at PECAN
round tables and contact with C4L

A minimum 2 year track record
(annual reports, brochures, etc.)

Priorities
PECAN
recognizes that the focus of the pandemic has moved
past Prevention to Treatment. So the real
"centrepiece" is to try to replicate private
voluntary ARV clinics. (At any rate,
successful treatment has a turbo-charger effect on
Prevention.)
Working with orphans and vulnerable children is also
a rising priority, as history moves past the peak of
the infection rate towards the peak of the death
rate. To date, PECAN has had more success
finding funding for this OVC, even though the real
centrepiece is still to replicate Treatment
facilities - resources permitting.
